Apartments sold for an average of EUR 3,940 per m² in Dubrovnik, EUR 3,738 in Split and EUR 3,413 in central Zagreb in 2025, by the government's own figures, built from the state register of sale prices. These are sale prices without VAT, not asking prices. A new build carries 25% VAT on top, which is the first thing to check when you compare.

What do apartments cost per m² on the Croatian coast?
From about EUR 2,200 to EUR 4,000 per m² in the main coastal towns. Opatija (EUR 3,975), Dubrovnik (EUR 3,940), Split (EUR 3,738) and Rovinj (EUR 3,666) are the highest; Pula, Šibenik, Korčula and Medulin sit around EUR 2,200 to EUR 2,350.

The figures are the ministry's average apartment price per m² for 2026, set from sales recorded between January and November 2025. They exist to calculate a state subsidy for first-time buyers, which is why every town and municipality has one.

What do apartments cost per m² in Zagreb?
The ministry lists Zagreb by district: EUR 3,413 per m² in Centar, around EUR 3,000 to EUR 3,200 in Trnje, Maksimir, Trešnjevka and Črnomerec, and EUR 1,828 in Sesvete on the eastern edge. New builds sold by developers in Zagreb averaged EUR 3,136 per m² in 2025, VAT included, per the statistics bureau.

The statistics bureau's new-build figure comes from a survey of about 1,000 developers and companies, so it covers new flats only. Across Croatia, new dwellings sold in 2025 averaged EUR 2,809 per m², from 4,319 sales reported.

How were these figures calculated, and what are their limits?
From eNekretnine, the state record of achieved sale prices, with VAT removed. Where a town had 20 or more apartment sales in the first 11 months of 2025, 98 towns in all, the average comes straight from those sales. For the other 414, it is a statistical estimate.
The published list does not mark which towns were calculated directly and which were estimated. The big towns and the main coastal markets have the sales volume to be direct; small island towns are the most likely to be estimates. Treat a small town's figure as a guide, not a measurement.
The other limit is VAT. A new flat sold by a developer carries 25% VAT, and the asking price you see includes it. Compare a new build's price per m² with these figures only after taking the VAT out, or you will think it is 25% dearer than it is. Taxes and fees on a purchase: Croatia property buying costs.

How do you check whether a Croatian apartment is priced right?
Divide the price by the floor area, take out VAT if it is a new build, and compare the result with the town's average. Well above the average, the flat needs a reason: the sea view, the position in the old town, a terrace, parking.
A town average still blends a seafront flat with one five streets back.
