Do I need approval to send money to Croatia to buy property?
No approval for the money was found. Do you declare cash when bringing money into Croatia?
Yes, at the EU's external border. Travellers entering or leaving the EU, including through Croatia, with €10,000 or more in cash, bearer instruments or gold must declare it to customs. There are no EU-wide rules for cash carried between EU countries.

What is an OIB and when do you need it?
The OIB is Croatia's personal identification number, and every document registered in the land register must identify the parties by it. When the reason is buying real estate, a foreigner applies to the Tax Administration office where the property is located, in person or by email to OIB@porezna-uprava.hr.
If the competent office cannot be determined, apply to the Zagreb Regional Office. A processing time of 8 days appears on a Tax Administration page written for the COVID-19 period; whether it is current was not confirmed, so apply early.
Can a foreigner get a mortgage in Croatia?
Rarely. One agency says mortgages for non-Croatian buyers are available from a very few banks and are rarely used. No typical loan-to-value for non-residents was found. Plan on cash.
If a bank does offer terms, get them in writing before the contract and deposit.
Can I take the money out of Croatia when I sell?
No restriction on repatriating sale proceeds was found for this page. The friction on the way out is tax: a gain is taxed at 24% only if the property is sold within two years of acquisition.
