Can French citizens buy property in Bali? Not freehold. Here is what you can actually register.

No, not the Indonesian freehold. Hak Milik, the strongest title in Indonesian land law, is reserved for Indonesian citizens, and that rule is the same for a French buyer as for any other foreign national. What is open to a foreigner is a lesser registered right or a lease. The difference matters, because the marketing word villa says nothing about which of those you would be buying.

Can French citizens buy freehold property in Bali?
No. Under the Basic Agrarian Law of 1960, Hak Milik, the Indonesian freehold right, can only be held by Indonesian citizens. Article 21 sets that out and Article 26 voids a transfer that would put it in foreign hands. There is no French exception, no EU exception and no investment amount that changes it.
This is the single fact that decides how a Bali purchase is structured, and it is also the fact most often blurred by the word freehold in an English-language listing. A listing that offers freehold to a foreign buyer is either describing a right that is not Hak Milik, or describing an arrangement that would not survive the register.

What can a French buyer actually register in Bali?
Two realistic routes. Hak Pakai, a right to use, which a foreigner holding the right immigration status can hold over a residence for a fixed and extendable term. Or a leasehold, Hak Sewa, which is a contract for a term rather than a registered ownership right. A foreign-owned Indonesian company can hold Hak Guna Bangunan, the right to build.
Each route has a different failure mode, and each is checkable before money moves.
- Hak Pakai is tied to the holder's immigration status and to conditions on the property. It is a registered right, so it appears on the certificate.
- Leasehold is a contract. What you own is the remaining term, and the value of what you own falls as the term runs down. The extension terms are the whole negotiation.
- A company structure brings a company's obligations with it: licensing, reporting and its own tax position. It is not a wrapper, it is an entity.
What is never a route is putting the title in someone else's name and relying on a side agreement. Article 26 of the Basic Agrarian Law is explicit about transfers intended to pass land to a foreign holder.

Is there any data on how many French buyers there are in Bali?
No, and this page will not invent one. Indonesia's land agency does not publish registered rights broken down by the holder's nationality the way Thailand's REIC publishes condominium transfers, so there is no French equivalent of the 657 Thai units figure. Arrival statistics exist, but arrivals are tourism data, not purchase data.
It is worth being blunt about the difference, because the gap gets filled with agency estimates. In Thailand, the Department of Lands records every foreign condominium transfer and REIC publishes the nationality table from it. That is why a French buyer number exists there and can be checked. In Bali there is no published equivalent, so any nationality share you are quoted for Bali is somebody's sample, not a register.
What you can verify instead is the property in front of you: the certificate, the right, the term, the zoning and the building permits. That is checkable, and it is the part that decides whether the purchase holds.

What has to be checked in Bali before any money moves?
Four documents, in this order. The certificate, so you know which right is being sold and for how long. The spatial planning conformity for the intended use. The building approval and the certificate of fitness for the structure. And the licence position if the property will be let to visitors. Any one of them can make the plan unbuildable.
The sequence matters more than the list. Zoning conformity decides whether the intended use is permitted at that location at all, so it comes before a building question, and the building approval comes before a letting question. Checking them out of order means paying to discover the first one last.
- Certificate. Which right, whose name, what term, what is charged against it.

- Building approval and fitness certificate. Whether the structure is approved and usable.

What does a French tax resident have to declare at home about a property in Bali?
The same three duties that apply to property anywhere outside France. Worldwide income under Article 4 A of the Code general des impots. Net real estate wealth including assets situated outside France under the IFI, above 1,300,000 euros on 1 January. And every bank account opened, held, used or closed abroad, on form 3916 and 3916 bis.
What this page will not do is tell you how the France and Indonesia convention treats the rent, because that convention was not read for this page. The mechanism differs from treaty to treaty: some give an exemption with the income still counted to set the rate on other income, others give a tax credit. The texts are published by the French tax administration, and the one that governs your position is the one to read, with an adviser, before the first rent is received.
Two points that do not depend on the treaty. A lease held abroad and a registered right held abroad are still assets for the IFI test, and an account opened abroad to run the property is still a declarable account. The fine for an undeclared foreign account is 1,500 euros per account, rising to 10,000 euros where the account is held in a state that has no administrative assistance agreement with France giving access to banking information.

Does owning property in Bali give a French citizen residence?
No. Ownership and immigration status are separate questions in Indonesia, and buying does not produce a permit. The relationship runs the other way for one of the routes: Hak Pakai over a residence is tied to the holder having the right immigration status, so the status supports the right, not the other way round.
Plan the two separately, and plan the immigration side first if the route you want depends on it. A right that can only be held by someone with a particular status is only as durable as the status.
