Split: EUR 3,738 per m² Dubrovnik: EUR 3,940 per m². Brinkman Data brand card.

// Short answer

Apartments sold for an average EUR 3,940 per m² in Dubrovnik, EUR 3,738 in Split and EUR 3,975 in Opatija in 2025, VAT excluded. EU citizens buy like Croatians; most other nationals need reciprocity and a minister's consent. Not an agent, no commission, paid only by the buyer. $499, delivered in 5 days.

Updated 19 October 2026. Prices are official sale records (Berlin and Hamburg valuation committees and France's DVF for 2025 sales, Statistics Portugal for the 12 months to March 2026, Croatia's ministry averages from 2025 sales); rules as published on the linked stanbrinkman.com research pages.

Who can buy property on the Croatian coast?

Citizens and companies of the EU, Iceland, Liechtenstein and Norway buy on the same terms as Croatians, with no consent needed. Swiss individuals also buy without consent but supply a temporary residence certificate. Everyone else needs reciprocity between their country and Croatia and the prior consent of the justice minister, decided for each transaction. Agricultural land is excluded.

The ministry's undated reciprocity table shows the UK and Japan met and the US assessed state by state; Australia has no reciprocity for existing dwellings until 31 March 2027. A 2025 amendment would treat OECD nationals like Croatians from the day Croatia joins the OECD; no source showed that had happened as of 22 September 2026. What do flats on the Croatian coast sell for per m²?

From about EUR 2,200 to EUR 4,000 per m² in the main coastal towns, by the ministry's averages for 2026, set from sales recorded January to November 2025, VAT excluded. These averages exist to calculate a state subsidy for first-time buyers, which is why every town has one. They are averages of achieved sale prices, not asking prices. All towns and Zagreb by district: Croatia property prices per m².

How do you check a Croatian coastal asking price?

Divide the price by the floor area, take out VAT if it is a new build, and compare the result with the town's average. The averages come from eNekretnine, the state record of achieved sale prices. Only 98 towns had 20 or more apartment sales and were calculated directly; the other 414 are statistical estimates, and the list does not say which is which.

Big towns and the main coastal markets have the volume to be direct; small island towns are the most likely to be estimates, so treat their figure as a guide. VAT is the other trap: a new flat sold by a developer carries 25% VAT and its asking price includes it, so compare only after taking it out. Across Croatia, new dwellings sold in 2025 averaged EUR 2,809 per m² with VAT included, from 4,319 sales reported to the statistics bureau. Well above the town average, a flat needs a reason: the sea view, the old town, a terrace, parking.

What does it cost to buy on the Croatian coast?

On a resale, 3% real estate transfer tax on the market value, paid by the buyer, with no general first-home exemption. A building sold before first occupation, or within two years of it, carries 25% VAT instead. One agency lists agent commission at 3% plus VAT, minimum EUR 3,000 plus VAT, and a lawyer at 1% plus VAT; those are one firm's rates, not law.

The notary reports the contract to the Tax Administration within 30 days, which triggers the transfer tax assessment. Once you own, an annual property tax of EUR 0.60 to EUR 8.00 per m² of usable area applies since 1 January 2025, set by each town, unless the home is a permanent residence or let long term. Every line: Croatia property buying costs.

How do Croatian estate agents charge?

Whatever the brokerage contract says: the law sets no rate. An agency may charge both buyer and seller only with a separate contract with each, and then the two fees together cannot exceed the highest fee in its price list. It may not charge a buyer who signed no contract, and may not take fees in advance. VAT is 25% on top.

The Croatian Chamber of Economy keeps a public online register of brokerage firms. Every agency must carry liability insurance of at least EUR 100,000 per claim and EUR 300,000 a year, so ask for its register entry before you sign. Details: Croatia real estate agent fees.

What are the steps to buy a home on the Croatian coast?

Get an OIB tax number from the Tax Administration office where the property is. Check the land registry extract: sheet A the parcel, B the owner, C the mortgages and other charges. Often sign a preliminary contract with a deposit, then the main contract with the seller's signature certified by a notary. Non-EU buyers obtain the minister's consent. Then pay and register.

Registration needs the seller's express consent to it, the clausula intabulandi, often given in a separate signed document once the full price is paid. No law requiring a lawyer was found, but a non-EU buyer applying from abroad must name a representative in Croatia. What the extract shows: the Croatian land registry extract, explained.

Can you let a coastal flat to tourists?

It depends on nationality. The Hospitality Industry Act limits household holiday letting to citizens of Croatia, other EEA states and Switzerland, so a third-country national cannot run one in their own name. In an apartment block the co-owners' prior written consent is required, and towns can cap accommodation numbers. A home let to tourists pays the annual property tax.

Household letting is taxed as a flat annual amount per bed set by each town, from EUR 100 to EUR 300 in the most developed tourist category, and capped at 10 rooms or 20 beds. For long lets, Numbeo's crowd-sourced September 2026 data puts gross yields in the city centre at 3.2% in Split, 3.5% in Dubrovnik and 4.1% in Zadar; they are Numbeo's figures, not Brinkman Data's. Agent, portals or independent research on the Croatian coast?

Each does a different job. The portals show asking prices. A licensed agency finds homes and runs viewings; a buyer's agent you hire searches for you. A lawyer checks the land registry and, for non-EU buyers, handles the consent. Brinkman Data decides which home is worth buying: every listing in your towns and budget, each checked against comparable homes, the five worth buying and the spreadsheet, for $499.

Brinkman Data is not an agent, takes no commission and is paid only by the buyer. Every report is built fresh on the homes for sale that week. See a real report, the comparison on how to find a property to buy abroad, and what an independent property analyst does.
