How to find a home worth buying in the Algarve: municipality price first
// Short answer
Price an Algarve home against what homes in its municipality sold for. The median across the Algarve was EUR 3,240 per m² in the 12 months to March 2026, from EUR 917 inland in Alcoutim to EUR 4,091 in Loulé. Foreigners buy on the same terms as Portuguese citizens. Not an agent, no commission, paid only by the buyer. $499, delivered in 5 days.

Can a foreigner buy property in the Algarve?
Yes, land and building, on the same terms as a Portuguese citizen. No nationality test, approval or quota was found for private residential purchases. What changes the tax is tax residence, not nationality. Buying property no longer gives a golden visa: new applications through real estate stopped on 7 October 2023.
A non-resident needs a NIF, the Portuguese tax number, and either signs up for electronic tax notifications or appoints a tax representative; confirm which applies with a lawyer. Rules in full: can foreigners buy property in Portugal. Hiring someone to search for you: a buyer's agent in Portugal.

Why does one Algarve median hide so much?
Because one municipality holds very different homes. Loulé's middle half of sales ran from EUR 2,995 to EUR 5,394 per m², so it contains both ordinary town flats in Quarteira and some of the dearest homes in the country. Buyers from abroad also pay more: in the first quarter of 2026 they paid a median EUR 4,003 per m² in the Algarve, against EUR 3,214 for buyers based in Portugal.
That gap does not prove buyers from abroad overpay for the same home; they buy different homes, closer to the sea and newer. It does mean the unit has to be checked against comparable homes, not a regional figure. Divide the price by the gross private area on the caderneta predial, not a listing's usable area, and ask why it sits where it does in its municipality's range. That is what a real report does for every listing.

What does it cost a non-resident to buy in the Algarve?
Since 25 May 2026 a non-resident buying a home in Portugal pays a flat 7.5% IMT on the whole price, plus 0.8% stamp duty, with no VAT on a home bought subject to IMT. If the buyer becomes tax-resident within two years, or lets the home at a moderate rent for at least 36 months in the first five years, they can ask for the difference down to the normal bands back.
For a tax resident buying a second home, IMT runs in marginal bands from 1% to 8%, then a flat 6% on the whole price from EUR 633,931. One market source puts legal fees at 1.25% to 2.00% and notary fees at 0.90% to 1.20%; ask for a quote. A buyer resident in a listed tax haven pays a flat 10%. How do estate agents in the Algarve charge?
Portuguese law sets no rate. The commission is whatever the written mediation contract says, and the agency's client pays. An agency may not take a fee from both sides of the same deal, so an agency you have not signed with cannot charge you. One market source says the seller normally pays the agent's 3% to 6%.
The fee carries VAT at 23% on the mainland. Money you hand an agency before the deal or the CPCV is held for you and must be returned when you ask. Agencies need a licence from IMPIC, the state regulator, and liability insurance of at least EUR 150,000; the licence can be searched online. Details: Portugal real estate agent fees.

What are the steps to buy a home in the Algarve?
Get a NIF. Sign a promissory contract, the CPCV, with a deposit, reported as typically 5% to 10%. Check the land registry for owner and charges. Arrange finance. Sign the deed before a notary or at the Casa Pronta counter, then register at the Land Registry. A market source puts it at one to three months from an accepted offer.
Under the CPCV, if the buyer withdraws without legal cause the seller keeps the deposit; if the seller withdraws, the seller returns double. The certidão permanente shows the owner and charges such as mortgages, and the caderneta predial gives the tax value and the gross private area. Hiring a lawyer is common.

Can you let an Algarve home to tourists?
Yes, as a registered Alojamento Local, where the municipality allows it. An AL is registered through the Balcão Único Eletrónico, appears in the national RNAL register and needs civil liability insurance. Since Decreto-Lei 76/2024 each Algarve municipality sets its own rules and can create containment areas, so check the council for the exact address before you buy for holiday lets.
Since Decreto-Lei 76/2024, each municipality sets its own containment areas where new short-let registrations are limited, and parish lists change by council decision. Decreto-Lei 76/2024 also ended the national suspension of new apartment registrations and the general need for the condominium's authorisation. For long lets, Global Property Guide puts Faro's average gross yield at 4.48% for Q2 2026, from asking data; it is the publisher's figure, not Brinkman Data's. Detail: Portugal rental yield guide.

Agent, portals or independent research in the Algarve?
Each does a different job. The portals show asking prices. A licensed agency finds homes, books viewings and runs the sale; a buyer's agent you hire searches for you. A lawyer checks the registry and the CPCV. Brinkman Data decides which home is worth buying: every listing in your towns and budget, each checked against comparable sales, the five worth buying and the spreadsheet, for $499.
Brinkman Data is not an agent, takes no commission and is paid only by the buyer. Every report is built fresh on the homes for sale that week. See a real report, the comparison on how to find a property to buy abroad, and what an independent property analyst does. Also in Portugal: how to find a property to buy in Lisbon.
