Can a foreigner buy property in Lisbon?

Yes, land and building, on the same terms as a Portuguese citizen. No nationality test, approval or quota was found for private residential purchases. What changes the tax is tax residence, not nationality. Buying property no longer gives a golden visa: new applications through real estate stopped on 7 October 2023.

A non-resident needs a NIF, the Portuguese tax number, and either signs up for electronic tax notifications or appoints a tax representative; confirm which applies with a lawyer. Rules in full: foreign property ownership in Portugal.

What do Lisbon homes actually sell for per m²?

EUR 5,082 per m² was the median sale price in the municipality of Lisbon over the 12 months to March 2026, from Statistics Portugal's records of every home sold. The middle half of sales sat between EUR 4,107 and EUR 6,300. By parish the median runs from EUR 3,733 in Santa Clara to EUR 6,986 in Santo António.

Campo de OuriqueEUR 5,979
AlvaladeEUR 5,041
ArroiosEUR 4,776
OlivaisEUR 4,296

These are sale prices, not asking prices. In the first quarter of 2026 alone the median was EUR 5,292. All 24 parishes, plus Porto and the Algarve: Lisbon, Porto and Algarve price per m².

Do buyers from abroad pay more in Lisbon?

Per m², yes. Over the 12 months to March 2026, buyers with a tax address abroad paid a median EUR 6,325 per m² in Lisbon, against EUR 5,000 for buyers based in Portugal. That does not prove they overpay for the same home: they also buy different homes, newer and more central. It does mean checking each unit against its own parish matters more.

How to check: divide the price by the area and compare it with the parish median and middle half. Use the right area. Statistics Portugal measures gross private area, the figure on the caderneta predial. A listing quoting a smaller usable area looks dearer per m², a larger one cheaper. A price above the parish's middle half needs a reason: a view, a terrace, a new build.

What does it cost a non-resident to buy in Lisbon?

Since 25 May 2026 a non-resident buying a home pays a flat 7.5% IMT on the whole price, plus 0.8% stamp duty. There is no VAT on a home bought subject to IMT. If the buyer becomes tax-resident within two years, or lets the home at a moderate rent for at least 36 months in the first five years, they can ask for the difference down to the normal bands back.

A tax resident buying a second home pays marginal bands from 1% to 8%, then a flat 6% from EUR 633,931 and 7.5% above EUR 1,150,853. A buyer resident in a listed tax haven pays a flat 10%. One market source puts legal fees at 1.25% to 2.00% and notary fees at 0.90% to 1.20%; ask for a quote. Bands and refund rules: Portugal property buying costs.

How do Lisbon estate agents charge?

Portuguese law sets no rate. The commission is whatever the written mediation contract says, with VAT at 23% on the mainland. The agency's client pays, and an agency may not take a fee from both sides of the same deal, so an agency you have not signed with cannot charge you. One market source says the seller normally pays the agent's 3% to 6%.

Money you hand an agency before the deal or the CPCV is held for you and must be returned when you ask. Agencies need a licence from IMPIC, the state regulator, and liability insurance of at least EUR 150,000; the licence can be searched online. Details: Portugal real estate agent fees.

What are the steps to buy a home in Lisbon?

Get a NIF. Sign a promissory contract, the CPCV, with a deposit, reported as typically 5% to 10%. Check the land registry for owner and charges. Arrange finance. Sign the deed before a notary or at the Casa Pronta counter, then register at the Land Registry. A market source puts it at one to three months from an accepted offer.

Under the CPCV, if the buyer withdraws without legal cause the seller keeps the deposit; if the seller withdraws, the seller returns double. The certidão permanente shows the owner and charges such as mortgages. Hiring a lawyer is common. Steps in full: can foreigners buy property in Portugal.

Can you let a Lisbon apartment to tourists?

In much of the centre, not as a new registration. Lisbon's short-let regulation, amended in December 2025, makes parishes where short lets are 10% or more of permanent homes absolute containment areas, and 5% to 10% relative containment. New registrations are generally prohibited in containment areas. Parishes listed as absolute at adoption included Santa Maria Maior, Misericórdia and Santo António.

The parish list changes by council decision, so check the current status with the council before you buy for short lets. For long lets, Global Property Guide puts Lisbon's average gross yield at 3.76% for Q2 2026, from asking rents against asking prices. Net figures: Portugal rental yield guide.
