That is a citizenship gate and it applies to every foreign national equally. What a foreign buyer can hold is a registrable use right on a term, tied to an Indonesian immigration document. And the demand story is worth stating plainly: there is no official Indonesian data showing a large Russian buyer market in Bali.

Can Russians buy freehold property in Bali?
No. Article 21(1) of the Basic Agrarian Law, Law No. 5 of 1960, provides that only Indonesian citizens may hold Hak Milik, the right of ownership recorded on an SHM certificate. It is a citizenship test, not a visa test or a residence test, and it applies to all foreign nationals.
This single fact decides how a Bali listing should be read. When an English language listing says freehold, the Indonesian document behind it is an SHM, and an SHM cannot be issued to a foreign national. The reforms that changed a great deal else in Indonesian land law did not move the citizenship gate.
Government Regulation No. 28 of 2025 is sometimes described as having opened freehold to foreign buyers. It did not. It is a risk based business licensing regulation and it changes how permits are processed, not who may hold which land right.

What can a Russian buyer actually register in Bali?
Hak Pakai, the right of use, is the only registered land title a foreign individual can hold in their own passport name, and it requires a valid Indonesian immigration document. Hak Sewa is a contractual lease rather than a registered ownership right. A separate route runs through an Indonesian company holding Hak Guna Bangunan, the right to build.
Under Government Regulation No. 18 of 2021, Hak Guna Bangunan and Hak Pakai both run on a 30 year initial grant, extendable by 20 years and renewable for a further 30. Those extensions are applications, not automatic rollovers. You re-apply, you pay, the land office reissues.
Hak Pakai also carries provincial minimum price thresholds and residential zoning requirements, and in practice the land office works to a KITAS, a KITAP or a Second Home Visa. So the immigration document is a precondition of the title rather than an afterthought.

How much Russian buying is there in Bali, really?
Much less than the commentary suggests, and it is barely measured. Indonesia publishes no nationality level buyer data, and because foreigners cannot hold freehold there is no transfer registry comparable to Thailand's. BPS Bali's 2025 arrivals release does not place Russia in Bali's top ten source markets.
What does exist is brokerage inquiry data, which is a lower grade of evidence than official statistics. Tranio put Indonesia at 6.2 percent of Russian foreign property inquiries in the first half of 2025, ranked eighth. An inquiry is not a purchase, and one brokerage's inquiries are not a market.
Set that against Thailand, where the Real Estate Information Center publishes unit counts and transfer values by nationality every quarter from Department of Lands records. That is the difference between a documented market and an anecdotal one.
The practical test: if a listing page or an agent tells you there is a large Russian buyer market in Bali, ask which published dataset the claim comes from. If the answer is a brokerage press release, price it as a brokerage press release.

What is the entry position for a Russian visitor to Bali?
A visa is required, and Russian citizens are on the electronic visa on arrival list, which is the short stay route most visitors use. A longer option is the E33G remote worker visa, of about one year. Entry rules and title rules are separate systems and should be checked separately.
A 2023 proposal by the governor of Bali to end visa on arrival for Russian and Ukrainian visitors was not implemented, and the e-VoA list published by the immigration authority is the current reference. Check that list for your own nationality and passport before booking anything, because it is updated from time to time.
The link to the title matters here. Hak Pakai in a personal name is registered against an immigration document, so the visa question sits before the property question in the sequence rather than after it.

No, and it runs the other way. A foreign individual needs a valid Indonesian immigration document before Hak Pakai can be registered in their own name, so in practice the land office works to a KITAS, a KITAP or a Second Home Visa. The title follows the immigration status, not the reverse.

What should be checked in Bali before any money moves?
Four things, in this order: the seller's underlying certificate and what right it actually records, your own immigration document, the building and spatial planning permits, and the written terms of any extension. None of that list is nationality specific and all of it is checkable before a deposit.
- The right on the certificate. An SHM in a seller's name is not a right that can pass to a foreign buyer. Read what is being converted, by whom, and on what timetable.
- The immigration document. Hak Pakai in a personal name works to a KITAS, a KITAP or a Second Home Visa in practice.
- The permits. The building approval and function certificate under Government Regulation No. 16 of 2021, and spatial planning conformity under Government Regulation No. 21 of 2021.
- The extension terms. Written, dated, and priced into the model rather than assumed.
