Buyer's agent in Cyprus: licensed, or the agreement is invalid.
// Short answer
In Cyprus an estate agent must be registered and hold a valid annual licence, and any agreement with an unlicensed agent is invalid. Unless the parties agree otherwise, the fee is 3% of the transaction value, due when the sale agreement is signed, plus 19% VAT. Using an agent is not compulsory. Brinkman Data is an independent property research service: it analyses every listing for sale in your city and budget and sends you the five worth buying, with a spreadsheet of every listing. Not an agent, no commission, paid only by the buyer. $499, delivered in 5 days.
Updated 19 October 2026. Agent rules and fees as of October 2026 and buying rules as of September 2026, as published on each country's pages on stanbrinkman.com.

Is a buyer's agent a licensed role in Cyprus?
Yes. Agents must be registered with the Real Estate Agents Registration Council and hold a valid annual licence, and the Council publishes a public registry with licence and registration numbers. Any agreement, written or oral, with an unregistered or unlicensed agent is invalid. Check the registry before you sign anything that makes you an agent's client.
The fee rules in full: Cyprus real estate agent fees.

Who pays the estate agent in Cyprus, and how much?
Whoever engages the agent, on the terms agreed; the law does not assign the fee to buyer or seller. If nothing else is agreed, section 20 of the Real Estate Agents Law sets 3% of the transaction value, due when the sale agreement is signed, not at transfer of title. The 3% is a default, not a cap. VAT is 19%.
| Arrangement | Who pays | What fixes the fee |
|---|---|---|
| Agent engaged by the seller | The seller | Their agreement |
| Agent you engage as buyer | You | Your agreement, or 3% if it names no fee, plus 19% VAT |
| Unlicensed agent | Nobody | The agreement is invalid |
Ask before viewings whether anything you sign makes you the agent's client. Every other cost: Cyprus property buying costs.

What does a buyer's agent do in Cyprus?
Finds and negotiates, then hands over to your lawyer for the sequence: searches at the Department of Lands and Surveys, a written sale contract, deposit of that contract at the District Lands Office within six months of signing, the Council of Ministers permit for a non-EU buyer, then the transfer at the District Lands Office.
A property search certificate must be issued within five working days of signing the contract, or an administrative fine applies. Depositing the contract secures your right to specific performance, which matters because title deeds can take years to issue: the Cyprus title deed explained.

Do non-EU buyers need permission to buy in Cyprus?
Yes. Under Cap. 109, buyers from outside the EU and EEA, UK nationals included since Brexit, need prior permission from the Council of Ministers. You apply to the District Administration on form COMM 145; the Ministry of Interior says there is no fee and that applications take 2 to 3 weeks. A registration made without the permission is void.
The Ministry lists the permission as covering a plot of up to 4,000 m² for your own home, or up to two units. As of September 2026, bills proposing tighter limits, such as one home of up to 200 m², were before parliament and none was in force. Detail: foreign ownership in Cyprus explained.

Do I need a lawyer to buy property in Cyprus?
In practice, yes. There is no civil-law notary step in a Cyprus purchase, so a Cyprus lawyer runs the searches, the contract and its deposit at the Lands Office, and the permit application. The UK government advises using an independent, English-speaking lawyer. Legal fees are commonly quoted at around 1% to 1.5% of the price plus 19% VAT, a market norm, not a regulated fee.
Hire the lawyer yourself, independently of any agent. The full process: buying property in Cyprus as a foreigner.

Where does independent research fit when buying in Cyprus?
Before the reservation deposit. Brinkman Data analyses every listing for sale in your Cypriot city and budget, checks rents against real lets, adds the transfer fee or VAT, and sends you the five worth buying with a spreadsheet of every listing. It is not an agent, takes no commission and is paid only by the buyer. $499, delivered in 5 days.
New build or resale changes the bill. A resale pays the Lands Office transfer fee at 3%, 5% and 8% by price band, halved. A new build pays VAT at 19%, or 5% on a qualifying primary residence, and no transfer fee. Stamp duty was abolished from 1 January 2026, and there has been no annual national property tax since 2017.
The order that works: research first, then an agent to view and negotiate, then the lawyer who handles the Lands Office. The full comparison: how to find a property to buy abroad. What an independent analyst does: independent property analyst. A real report, page by page: the sample report.
