Can a foreigner buy property in Cascais or Sintra?
Yes, land and building, on the same terms as a Portuguese citizen. No nationality test, approval or quota was found for private residential purchases. What changes the tax is tax residence, not nationality. Buying property no longer gives a golden visa: new applications through real estate stopped on 7 October 2023.
A non-resident needs a NIF, the Portuguese tax number, and either signs up for electronic tax notifications or appoints a tax representative; confirm which applies with a lawyer. Rules in full: can foreigners buy property in Portugal. Hiring someone to search for you: a buyer's agent in Portugal.

What do Cascais homes actually sell for per m²?
EUR 4,687 per m² over the 12 months to March 2026, across about 2,780 sales, with the middle half between EUR 3,684 and EUR 6,020, by Statistics Portugal. In the first quarter of 2026 alone the median was EUR 5,000, close to Lisbon's EUR 5,292 and ahead of Oeiras. A quarter of Cascais homes sold above EUR 6,020 per m².
| Municipality | Median per m² | Middle half |
|---|---|---|
| Cascais (incl. Estoril) | EUR 4,687 | 3,684 to 6,020 |
| Oeiras | EUR 4,297 | 3,515 to 5,063 |
| Mafra (incl. Ericeira) | EUR 2,942 | 2,302 to 3,596 |
| Sintra | EUR 2,908 | 2,416 to 3,385 |
Cascais is one municipality from Carcavelos to Guincho, so its median mixes seafront Estoril with inland São Domingos de Rana. Sale prices, not asking prices, plus Comporta further south: Cascais, Sintra and Comporta property prices.

What do homes cost in Sintra and Ericeira?
Sintra's median was EUR 2,908 per m², with the middle half between EUR 2,416 and EUR 3,385, across about 6,150 sales, more than twice Cascais's volume. Mafra, which includes Ericeira, sat at EUR 2,942. Both municipalities are mostly commuter towns, so their medians say little about a house in the historic hill town or a flat above the surf.
Sintra's municipality includes Queluz, Agualva-Cacém and Rio de Mouro. For a home in Sintra's old town or in Ericeira, the upper end of the middle half is the closer guide, and even that is only a starting point. A municipal median cannot tell you whether a particular house is fairly priced; a comparison with similar homes nearby can.

Do buyers from abroad pay more in Cascais and Sintra?
Per m², yes. Over the 12 months to March 2026, buyers with a tax address abroad paid a median EUR 5,887 per m² in Cascais against EUR 4,627 for buyers based in Portugal, EUR 4,940 against EUR 4,267 in Oeiras, and EUR 3,100 against EUR 2,904 in Sintra. They also tend to buy different homes: closer to the sea, newer, with a view.
The statistics cannot separate the two, so check the unit itself. Divide the price by the gross private area on the caderneta predial, not a listing's usable area, and compare it with its municipality's median and middle half. Above the middle half, it needs a reason: the sea, the position, a recent build.

What does it cost a non-resident to buy in Cascais or Sintra?
Since 25 May 2026 a non-resident buying a home in Portugal pays a flat 7.5% IMT on the whole price, plus 0.8% stamp duty, with no VAT on a home bought subject to IMT. If the buyer becomes tax-resident within two years, or lets the home at a moderate rent for at least 36 months in the first five years, they can ask for the difference down to the normal bands back.
A tax resident buying a second home pays marginal bands from 1% to 8%, then a flat 6% from EUR 633,931 and 7.5% above EUR 1,150,853. One market source puts legal fees at 1.25% to 2.00% and notary fees at 0.90% to 1.20%; ask for a quote. A buyer resident in a listed tax haven pays a flat 10%. How do estate agents in Cascais or Sintra charge?
Portuguese law sets no rate. The commission is whatever the written mediation contract says, and the agency's client pays. An agency may not take a fee from both sides of the same deal, so an agency you have not signed with cannot charge you. One market source says the seller normally pays the agent's 3% to 6%.
The fee carries VAT at 23% on the mainland. Money you hand an agency before the deal or the CPCV is held for you and must be returned when you ask. Agencies need a licence from IMPIC, the state regulator, and liability insurance of at least EUR 150,000; the licence can be searched online. Details: Portugal real estate agent fees.

What are the steps to buy, and can you let it short term?
Get a NIF, sign the CPCV with a deposit reported as typically 5% to 10%, check the land registry, arrange finance, sign the deed before a notary or at Casa Pronta, and register. For holiday lets, a home must be a registered Alojamento Local, and since Decreto-Lei 76/2024 Cascais and Sintra councils set their own containment areas. Check before you buy.
Under the CPCV, a buyer who withdraws without legal cause loses the deposit; a seller who withdraws returns double. The certidão permanente shows the owner and charges such as mortgages. An AL needs registration in the national RNAL register and civil liability insurance. Steps in full: can foreigners buy property in Portugal.
