Eligibility in Turkey runs off a list of countries set by Presidential decision, and that list is not published. It is confirmed for your nationality at any land registry office, and that is the first call to make. If eligible, a foreign individual can buy freehold apartments, houses and land, subject to area caps and closed military zones. Turkey then adds a currency rule that interacts directly with the money leg out of China.

Can Chinese citizens buy property in Turkey?
Eligibility is decided by a list of countries set under Presidential Decision 2012/3504, reported to cover 185 countries, and that list is not public. Confirm your own nationality's position at any land registry office before doing anything else. Citizens of listed countries can buy freehold apartments, houses and land.
This is not evasion, it is the actual position. The land registry, TKGM, is the body that answers the question, and it answers it for free. Any agent who tells you the answer without checking is guessing, and a guess is not a basis for a deposit.
Two limits apply to every eligible foreign individual. A cap of 30 hectares per person nationwide, and a rule that foreign holdings cannot exceed 10 percent of a district's private land.

What areas are closed to foreign buyers in Turkey?
Military prohibited zones and security zones are closed to foreign buyers. Those zones are now recorded on the land register in all 81 provinces, so the office checks the register rather than asking the military. Special security zones need governorship permission. The check happens before the deed, not after.
That change is genuinely useful to a buyer abroad, because it turns a slow military correspondence into a register lookup. It does not make the restriction lighter, it makes the answer faster.
The transfer itself is signed at the land registry office, the tapu mudurlugu, and the buyer receives the tapu senedi. There is no notary step in a Turkish purchase, which surprises buyers coming from civil law systems that have one.

What do China's foreign exchange rules say, and how do they meet Turkey's?
SAFE, the State Administration of Foreign Exchange, publishes an individual facility with an annual total equivalent to USD 50,000 per person, and overseas property purchase is not among its permitted uses. Turkey pushes the other way: every foreign individual buyer must convert the price through a Turkish bank and present a foreign currency purchase certificate.
Take the Chinese side first. Article 2 of the Detailed Rules for the Measures for the Administration of Individual Foreign Exchange gives the annual total amount as the equivalent of 50,000 dollars for each person every year. SAFE's own explanation separates current account items, which run under that amount, from capital account items, which carry their own approval and registration steps. Since 2017 an individual buying foreign exchange completes an application form stating the purpose, and As SAFE's own form states, the form does not permit the foreign exchange to be used for property, securities or dividend paying insurance products abroad.
Now the Turkish side. The purchase price has to be brought in as foreign currency, sold through a Turkish bank, and evidenced by the DAB certificate, which the bank sends to the land registry. The registry works from that document.
So Turkey is the market in this set where the two systems meet most directly on paper. The DAB is not optional, the VAT exemption on a first new-build sale to a non-resident foreigner depends on the price being brought in as foreign currency, and the citizenship route depends on a documented USD 400,000. That makes the lawful funding route the first question, not the last, and it belongs with a qualified professional rather than with an agent.

Are Chinese buyers already active in the Turkish market?
They appear among the leading nationalities on the official monthly data. Reporting TurkStat figures for April 2026, Hurriyet Daily News said sales to foreign buyers fell 1.1 percent to 1,516 units that month, with Russians, Chinese and Iranians among the top purchasers. No per nationality unit count was published in that report.
Take the ranking as directional rather than precise. TurkStat publishes the nationality breakdown monthly and the order moves month to month, so a single month is not a trend and a headline naming three nationalities is not a table.

Does buying in Turkey give a Chinese citizen citizenship or residency?
There is a citizenship by investment route with a property option at a minimum of USD 400,000, subject to a three year no-sale annotation on the title and a valuation report. It is a published legal route under Article 12 of the Turkish Citizenship Law, not a marketing claim, and it carries conditions.
Two conditions do the work. The three year annotation is recorded on the tapu, so the asset is locked for that period, and that lock has to be in the underwriting rather than in a footnote. And the valuation report for the citizenship route is required, while the general valuation report for ordinary foreign purchases was dropped by the land registry.
On costs, the title deed fee is 2 percent from the buyer and 2 percent from the seller on a declared price that may not be below the property tax value, and compulsory earthquake insurance, DASK, must be in place before the registry will act.

What does a Chinese owner pay in Turkey on the rent and on the way out?
Annual building tax of 0.1 percent on a residence, doubled to 0.2 percent inside metropolitan municipalities such as Istanbul, Ankara, Izmir and Antalya, charged on the tax value rather than the price. Rent is taxed at 15 to 40 percent on the 2026 brackets. A gain on sale is taxable only if sold within five years.
The five year line is the one that changes an exit plan. A sale after five years falls outside the taxable gain rule for an individual, which makes holding period a tax variable rather than only a market one.
One more to watch on the way in. The first sale of a new build to a non-resident foreigner is VAT exempt if the price is brought in as foreign currency, and selling within three years brings that VAT back.
