Buyer's agent in Turkey: one fee, capped at 4%.
// Short answer
In Turkey an estate agent needs an authorisation certificate from the Ministry of Trade, searchable online. The fee on a sale is capped at 4% of the price before 20% KDV, split equally between buyer and seller unless the contracts say otherwise, and it stays one fee even when the agent signs with both sides. Brinkman Data is an independent property research service: it analyses every listing for sale in your city and budget and sends you the five worth buying, with a spreadsheet of every listing. Not an agent, no commission, paid only by the buyer. $499, delivered in 5 days.
Updated 19 October 2026. Agent rules and fees as of October 2026 and buying rules as of September 2026, as published on each country's pages on stanbrinkman.com.

Is a buyer's agent a licensed role in Turkey?
Yes. Agents need an authorisation certificate (yetki belgesi) from the Ministry of Trade, and the ministry's Real Estate Trade Information System (TTBS) has a public search for it. Search the agency before you sign a brokerage contract. A buyer's agent in Turkey is an authorised agent working under a brokerage contract you have signed.
The fee rules in full: Turkey real estate agent fees.
Who pays the estate agent in Turkey, and how much?
Both sides, in equal shares, unless the brokerage contracts agree a different split. Article 20 of the Real Estate Trade Regulation caps the fee at 4% of the sale price, excluding VAT, and an agent signed with both buyer and seller may still charge only one fee within that cap. KDV at 20% is added on top. The fee is earned once the contracted service is provided.
Worked on a TRY 5,000,000 apartment: the cap is TRY 200,000 in total, plus 20% KDV of TRY 40,000. With the default equal split, the buyer pays TRY 100,000 plus TRY 20,000 KDV. If an agent asks a foreign buyer alone for 4%, the contract has to say so in writing. Every cost at the registry: Turkey property buying costs.

What does a buyer's agent do in Turkey?
Confirms your nationality can buy, then finds, negotiates and steers the registry process. Foreign individuals may buy if their country is on a Presidential list of 185 countries that is not published; any land registry office confirms eligibility. Military zones are closed, and foreign holdings are capped at 10% of a district's private land and 30 hectares per person.
- Currency certificate. The price is converted through a Turkish bank, which sends the DAB certificate to the registry by registered e-mail.
- Application. At the land registry office; gaps and fees arrive by SMS.
- Earthquake insurance. Compulsory DASK cover must be in place first.
- Signing. The official deed is signed at the registry, and the tapu issues.

Is there a notary or a lawyer in a Turkish purchase?
There is no notary step for the sale itself. Buyer and seller sign the official deed before the land registry officer, and the registry issues the tapu. A buyer who cannot attend can sign through a power of attorney issued abroad, apostilled or consular-certified. Legal fees are market practice, not set by law.
The title deed fee is 2% from the buyer and 2% from the seller, on a declared price no lower than the property-tax value. Global Property Guide puts a buyer's total at about 6.6% to 6.7% including market-rate agent and legal fees. What the deed shows: the tapu explained.

What changes for Turkish property buyers from December 2026?
From 1 December 2026, sales are to be paid through a secure payment system that releases the money and the title at the same moment. The rule is additional article 1 of the Real Estate Trade Regulation, added in April 2026, and the ministry may move the date by up to three months. Ask your agent how your own purchase will be paid.
The citizenship route is separate: as of September 2026 it needs property worth at least USD 400,000, with a title annotation that it will not be sold for three years. Shared ownership, bare land and agricultural land do not qualify.
